1. a sudden overwhelming fear, with or without cause, that produces hysterical or irrational behavior, and that often spreads quickly through a group of persons or animals.
2. an instance, outbreak, or period of such fear.

That would about describe many peoples reaction to the situation within my agency.  Heads are rolling, lives are wrecked…many people will go to prison.
